This guy...
I'm not sure who does the voices, as they're not credited on either show, but I was watch an episode of Bob's Burgers tonight, and recognized the following uncredited voice:
Bob's Burgers: Season 3, Episode 23 - The Unnatural:
The Pawnshop owner says:
"Look, the kitsch craze is kind of played out....No one likes babies...Maybe if you had some fine art or antique coins or firearms."
I think that this is the same voice as the Bartender Instructor (also uncredited) from Home Movies, Season 4, Episode 11, Definite Possible Murder. (My assumption is that the voice is done by H. Jon Benjamin):
