Date/Time Stamps on Video Files Created by SV3C WiFi IP Camera

I'm trying to figure out what the date/time stamps mean on the videos created by the SV3C WiFi IP Camera.
It creates a folder on the MicroSD card in a YYYYMMDD format as follows:
20181019\record000\A181019_062502_062516.264
Here, we see a file that starts on 10/19/2018 at 06:25:02 a.m. and records until 06:25:16. So, it records for 14 seconds. Also, if we watch the video, you can verify that the date/time stamps are correct, as they match the date/time stamp that is recorded/encoded in the video.
The thing that is confusing, however, is when we look at the Date Modified column in Windows Explorer, we see that the Date Modified does not match the date time specified in the Name column. For instance:

So, the file name seems to indicate that the 14 second recording started on 2018/10/19 at 21:00:01 (9:00:01 PM) and recorded until 21:00:15 (9:00:15 PM), so it recorded for 14 seconds. And, if we look at the date time stamp on the video as it plays, that is exactly what we see. Those times appear to be correct and match the date time stamp on the video when viewed. However, the Date Modified field does not appear to match. For some reason, the Date Modified field shows 8 hours earlier. I'm not clear why this is. But, the solution seems to be just to ignore the Date Modified (and Date Created) fields in Windows Explorer when we're looking at the files that were created by the SV3C WiFi IP Camera, as both of these values are clearly incorrect.
OK. Trying to get the Time Setting set correctly for the iPhone App named CamHi.
Click on CamHi to launch the app.
Click on the little gear to the right to enter setup.
Click on Time Setting down at the bottom of the screen.
It says: Time Setting
